What does an Authorised Person arrangement involve? Cover

Operating sites with high-voltage (HV) electrical infrastructure brings responsibilities that need clear ownership.

But that doesn’t mean one of your own team members has to become a specialist.

Instead, an Authorised Person arrangement can provide a defined role for HV operational activities.

For some sites, we can provide this as part of the ongoing management of your HV infrastructure.

What is an Authorised Person?

An Authorised Person, or AP, controls what happens on a site’s high-voltage system. Nobody works on the HV equipment without their say-so.

They issue permits to work, control who holds the keys to substations and switch rooms, and carry out or oversee the switching that makes equipment safe before anyone goes near it.

What does an AP actually do?

The AP provides specialist control around the HV system operations, such as:

  • controlling access to equipment;
  • coordinating when work can take place safely;
  • managing or overseeing HV switching;
  • making sure the system is in the right condition before work starts;
  • coordinating with engineers and other relevant staff.

For your site team, this means a specialist manages these operations, instead of someone who only has limited experience with HV equipment.

What changes when ESE provides the AP?

For many facilities and estates teams, HV sits with a team member who already also has a much wider remit to manage.

With our AP arrangement, you get access to a specialist who takes responsibility for the HV operational activities.

What stays with the site?

The site owner or operator still has responsibilities of its own and remains involved in managing the site. We take responsibility for the activities specifically included within the agreed AP arrangement – not everything associated with the electrical infrastructure or wider operation.

For example, your site may still need to provide accurate information, coordinate operational requirements and access, communicate changes that could affect the HV system and make decisions where remedial work or investment is required.

The precise division of responsibilities should therefore be defined as part of the arrangement.

How does an AP arrangement connect with maintenance?

AP support and planned HV maintenance naturally sit alongside one another.

Planned maintenance needs to be coordinated with the site’s HV operating arrangements. Having a clear AP arrangement helps ensure those activities are coordinated within the site’s wider operational requirements.

Maintenance can also identify deterioration or other issues that need a decision.

As we explored in our October article, What happens after an issue is identified on an HV network?, not every finding requires the same response.

Some issues may require action. Others may be suitable for planned intervention or continued monitoring.

Where we support both the AP arrangement and maintenance, there can be a clearer route between identifying an issue, understanding its priority and deciding what happens next.

Would an AP arrangement suit your site?

The right arrangement depends on the site, its HV infrastructure, the people already responsible for it and the level of specialist support available internally.

For organisations where HV is one responsibility among many, an external AP arrangement can provide a clearer structure and specialist support – without expecting your wider facilities or estates team to manage every technical aspect themselves.

If you are unsure about whether your site or estate could benefit from an AP arrangement, why not get in touch and we can talk through your specific needs.
